THE NUMBER

AED 2,000,000 — the maximum administrative fine for failing to meet emissions reporting duties under the UAE Climate Change Law (doubled for repeat offences within two years).

THE TREND

Federal Decree-Law No. 11 of 2024 made greenhouse gas Measurement, Reporting and Verification (MRV) mandatory for public and private entities across the UAE, free zones included. The reporting platform — the Integrated Emissions Quantification Tool (IEQT) at mrv.ae — launched at GITEX GLOBAL on 15 October 2025. The first compliance deadline passed on 30 May 2026. Reporting is annual, covers Scope 1 (direct emissions: fuel, fleets, refrigerants) and Scope 2 (purchased electricity and district cooling), applies IPCC-aligned emission factors expressed in tCO₂e, and requires independent verification plus five-year record retention. Scope 3 is anticipated in future phases. The system is the region's first integrated national GHG and air pollutant platform, aligned with Article 13 of the Paris Agreement.

THREE SCENARIOS

🟢 Verified national data drives sectoral targets and carbon-market readiness; the UAE reaches 2030 with an investment-grade inventory.

🟡 Compliance holds but data quality is uneven; policy flies on partial instruments.

🔴 Reporting becomes ritual; unreliable data erodes Net Zero credibility at home and under international review.

THE LEVERS

  1. Designate before you register — one administrator per organisation, roles assigned, emirate focal-point approval secured.
  2. Data discipline first — metered and invoiced activity data (fuel, kWh, refrigerant logs) beats estimates; retention is a legal duty.
  3. Build capability, not just compliance — the binding constraint is people who understand scopes, factors and verification. Train now, before Scope 3 arrives.
