Because the Gulf built the world's largest concentration of desalination capacity to meet its own water needs, the region holds a correspondingly deep bench of process engineers and technicians in exactly the specialisation — energy-efficient water treatment — that a growing number of water-stressed regions worldwide will need over the coming decades.
Deliberate national workforce strategy. The organisations and governments that treat reskilling financing as a blended, multi-source problem — rather than waiting for a single budget line to cover it — consistently move faster than those that treat it as a pure cost centre to be minimised.
