The Complete Beginner's Guide to

Real Estate Tokenization Testing in Dubai

Launched: March 2025 | First Platform Live: May 2025

Guide Updated: January 2026

1. What is the Real Estate Sandbox?

Think of a sandbox as a safe playground where companies can test new ideas with real customers, but under government supervision and with relaxed rules.

The Sandbox Concept Explained

Imagine you want to open a new type of restaurant that serves food in a completely new way. Normally, you'd need to get all your permits, meet all health codes, and follow every regulation before you can serve your first customer. But what if the rules weren't designed for your new concept?

A sandbox lets you:

  • Test your concept with real customers

  • Operate under temporary, flexible rules

  • Work closely with regulators who learn from your experience

  • Graduate to full licensing once the rules are clear

Dubai's Real Estate Sandbox applies this concept to property tokenization, allowing companies to test blockchain-based fractional ownership before full regulations are finalized.

2. Who Runs the Sandbox?

Four government bodies work together to make the sandbox possible. Each has a specific role:

REGULATOR FULL NAME WHAT THEY DO
DLD Dubai Land Department Oversees physical property. Ensures tokenized deeds match real title records. Reviews property pricing.
VARA Virtual Assets Regulatory Authority Licenses crypto/token companies. Oversees token issuance, trading, and custody. Protects investors.
CBUAE Central Bank of UAE Ensures compliance with national financial regulations. Monitors money flows and AML/CFT.
DFF Dubai Future Foundation Runs the sandbox program. Onboards startups. Matches companies with government. Innovation engine.

3. Understanding VARA & VASPs

What is VARA?

VARA (Virtual Assets Regulatory Authority) is Dubai's dedicated regulator for cryptocurrency and digital assets. Established in 2022, it's one of the world's first standalone virtual asset regulators.

VARA's responsibilities include:

  • Licensing crypto exchanges and token platforms

  • Setting rules for token issuance and trading

  • Overseeing custody of digital assets

  • Protecting investors from fraud

  • Enforcing AML/CFT (anti-money laundering) compliance

What is a VASP?

VASP (Virtual Asset Service Provider) is any company that offers services involving virtual assets (cryptocurrencies, tokens, etc.). To operate legally in Dubai, VASPs must obtain a license from VARA.

VASP TYPE WHAT THEY DO
Exchange Allows buying/selling of tokens (like Binance, OKX)
Broker-Dealer Facilitates token trades between parties
Issuer Creates and distributes new tokens (like PRYPCO)
Custodian Safely stores digital assets on behalf of investors
Wallet Provider Provides digital wallets for holding tokens

4. How Does the Sandbox Work?

The Sandbox Journey

Companies go through a structured process from application to full licensing:

Current Sandbox Participants

As of January 2026, the following companies are active in the sandbox:

COMPANY ROLE WHAT THEY DO

Ctrl Alt Tech Infrastructure UK-based. Provides tokenization infrastructure on XRP Ledger. Integrates with DLD systems.
Zand Digital Banking Partner UAE's first all-digital bank. Handles AED transactions and fiat currency rails.

5. Pilot Phase Rules & Limitations

The sandbox has specific rules that differ from what full licensing will allow:

6. The REES Initiative

REES (Real Estate Evolution Space) is DLD's broader innovation initiative that includes the tokenization sandbox. Launched in May 2024, REES aims to transform Dubai's real estate sector through technology.
