UNFCCC: The Rulebook Everyone Signed

It didn't force anyone to do anything specific. Instead, it set up a shared structure: a way for countries to talk to each other about climate, regularly, using the same process.

The Global Stocktake gathers all the data β emissions numbers, technology deployment, finance flows β and produces an honest picture of where the world collectively stands. It's not a report card for one country; it's a report card for the whole system. The findings then feed back into the next round of NDCs, so countries can calibrate their next plans against the real global picture rather than guessing.
It's the feedback loop that keeps the whole bottom-up system honest β plans get checked against reality on a fixed schedule, not left to run indefinitely without review.
The IPCC: The Scientists Who Brief Everyone
The IPCC β the Intergovernmental Panel on Climate Change β isn't a negotiating body. It doesn't set targets or vote on agreements.
